Teacher Incentive Fund Grant:
The teacher incentive fund is a program grant developed through MSDE which will implement the new evaluation system in the 2012-2013 school year. In 2011 -2012 WCPS began piloting the program through the POWER committees. The goals of WCPS will be modeled after those of the MSDE's plan and the general standards approved by MSDE in April of 2010.

POWER is a comprehensive teacher incentive program that combines multiple components to recruit, retain and reward highly effective teachers and administrators for the ultimate goal of increasing student achievement in school with students from low-income and disadvantaged backgrounds. MSDE General Standards:
- Evaluation system will be used in all public schools beginning the 2012-2013 school year.
- The student growth component shall be 50% of the evaluation
- The remaining 50% will include the four components of the Danielson framework.
- Principal evaluations will focus on the eight standards for instructional leadership set forth in the Maryland Instructional Leadership Framework.
- The evaluation should move away from a binary system and provide, at a minimum, for an overall rating of Highly Effective, Effective, or Ineffective.
- Every teacher and administrator shall be evaluated at least once annually.
